If the pack you purchased is not in your collection, it can be restored from the Puzzle shop, the My Packs category:
1) go to the Puzzle Shop
2) press the Categories button in the bottom left corner
3) choose My Packs
4) you need to find the pack on the list under the Restore purchases button
5) tap the Download/Restore button on the pack
